Sweden used to be one of the few European countries where students paid no tuition. Since 2010, a law has required tuition and application fees from students outside the EU and EEA, and Swedish scholarship programs were created to offset those costs. Many Swedish universities still award scholarships that take the form of tuition waivers for international students.
