I am from an English speaking country (Kenya) and i have been taught in English since i started school, would TOEFL be a requirement?
Not every university asks for TOEFL or IELTS. Many universities accept a Certificate of English as Medium of Instruction instead of an English proficiency exam. If a university does insist on the test, you have to sit TOEFL or another English proficiency exam even if your university studies were taught in English.

Q: How do you write the scholarship essay?
Check whether the scholarship provider gave a format. If they did, follow it. If no format is specified, a simple outline works for your application or motivation letter: (1) background and key qualifications, (2) why you intend to study, (3) what you expect from the course, and (4) your plans during and after the study. Do not only explain why you need the scholarship. More importantly, explain clearly why you deserve it.

Q: The issue of age is not mentioned in most scholarships I have come across. Is age not a criteria?

Q: Is there any age limit to obtaining a scholarship abroad?
Some scholarships set an age limit and some do not. If the provider does not list an age limit among the eligibility requirements, it is safe to assume there is none. Where an age limit exists, providers set different limits for different levels of study, such as Masters, PhD and postdoctoral fellowships.

Q: Is there a way for the application fee to be waived? I cannot afford to pay for it.
Related question:
Is TOEFL exam supported by the scholarship?
Plan to cover the application fee from your own funds, because most scholarship providers do not pay this cost. In most cases a scholarship also does not cover the cost of preparing application requirements, including the TOEFL exam. If you are serious about pursuing a scholarship, save up for the TOEFL or the application fee.
Note: not all universities charge an application fee. A significant number let you apply without paying one. Watch out for scholarship scams and double check whether the university really requires an application fee.
